Rage Multiplayer is another mod service for GTA 5. All the servers I know of have no NPC's, but you can have 1000+ players in a server at a time. I've only ever seen Russian servers with a 1000+ people playing though. The US/EU server I played in usually had 200 to 400 players on at peak times.
