Idea for how to do sniping of targets. If you are able to do a balloon *party or just bright colored*, pay random people to give them to your targets (Elite, Frenchie, James, Purple Gang members, etc.) and then pop them with sniper rifle from max distance. Balloon will act as a target so that you get the right target. Or of course there is just the idea of handing out balloons to a bunch of the gang and then telling them to give them to people they want popped. :)
