in VC, you need to complete the rest of the story in order to 🔓 the 🗺 for downtown... and you won't get very far on foot - or by car if Tommy's wanted level is maxed out ( " ⭐⭐⭐⭐⭐⭐ " )

The thing is: Police car or not, NPCs will react the exact same way in every game. GTA III NPCs always stop and wait forever, while GTA Sanandreas NPCs always crash into each other like maniacs.
