He said on stream it was the Real Time Corruptor and PCSX2 (PS2 Emulator), I imagine it’s using the windows glitch harvester (bundled with RTC) however I’m not sure how easy it would be to use it.

Correction: It's actually a work in progress build of the RTC that supports PCSX2 and DS games, you can get it quite easily, join the dev discord on corrupt.wiki and it'll tell you how
