It's very hard the find in Singleplayer, it does spawns commonly in Bohan on Fortside and Bouleyard area near the bridge the takes you to Algonquin. But it does spawns more frequently in Multiplayer mode.

It's located in Little Bay, Bohan near Industrial. sometimes the Futos spawns, it may take some time to find one.
