It was a mistake on the officer's part, but not for that reason, Godly Noob. The cop just wasn't thinking straight. There's no log, they are all roleplaying, the cop just should have tried to verify who the owner was but by stating that the car had been reported stolen it makes it look like someone had previously stolen the car and then parked it there and locked it up before Polecat found it.
