Merryweather probably has property rights to Cayo Perico, El Rubio most likely bought the island from Merryweather to use for his own Base and Fronts.

El Rubio bought Cayo Perico off from Percival himself to use as his own Base for his Operations, and considering that Cayo Perico is near Florida, Merryweather does have a strong presence there too, so they probably had property rights to Cayo Perico before El Rubio bought it off from them
