This will sounds dumb at first, but do a gta5 manhunt, the hunter should be in a deluxo (while only being able to hover, flying is off limits) and he hunters should drive the toreador, while being aquatic they also have a fast boost, and if the runner got chased into a lake or ocean you could flip him by boosting causing an instant loss
