Dude,, After you got shot after leaving out of the closed customs, and your assistant returned your fully repaired car. you should have went straight to the docks for your jump.. Technically, you made it to/inside of customs. It is not a rule that you need to upgrade or repair when you're in customs, you just need to make it there. And you technically did. With all the chaos and confusion with the cops outside of customs. because even the hunters were tied up with it. When your assistant returned your car you should have bolted to the docks to hit the jump. You definitely could have won on a technicality.

No LS Customs, stops. Instead calling up The Mobile Operations Centre near each LS Customs to upgrade. To win, Stromberg has to jump into a body of water, when in mid air transform into the Submarine mode before hitting the water off Del Perro, Pier. Then navigate to your Yacht anchored nearby and board it, active it's Defence Systems. Then get back into the Stromberg navigate onto the beach, transform back into car mode and take the west coast road, north to Paleto Bay, jump into the sea near the Bunker transform into sub-mode and dock with your Kosaka Submarine via it's Moon Pool... End Game.
