@@stormdesertstrike San Andreas is supposedly a "state" judged by GTA San Andreas which had 3 fictional cities; Los Santos, San Fierro and Las Venturas. GTA 5 is mostly based in Los Santos from GTA San Andreas. Fort Zancudo is a Blaine County territory, however, Blaine County's policing remains under the jurisdiction of Los Santos, therefore the army is more associated with Los Santos. If I were to film it in Las Venturas for example, I'd have named it "Las Venturas Army vs ..."
