The reason he asked what "anime" it is was because the uploader labeled the video as an "AMV" which stands for Anime Music Video, but Grand Theft Auto is obviously not an anime. He was being sarcastic. People use AMV as shorthand for any video using music set to a show/game/anime/etc. as the popularized term even though it's technically not correct.
