I think it’s safe to assume that the woman on the police scanner is either Cuban or Haitian. After all, this game is set in 1986 in a city that’s a replica of Miami. A lot of Haitians came in during the 70s and we all know about Castro sending many to Miami in 1980. I’ll assume that the dispatch lady could have been apart of that crowd and got herself a job as a dispatcher.
