Nice mission but at the beginning of the game CJ was a weak man so he couldn't destroy T-Bone, Toreno, Jizzy and their gang. If he even starts this he will declare war on Tommy CJ for killing his men. And another theory, After Toreno's death, CJ Big Smoke and Ryder's betrayal, Sweet's imprisonment, and Grove Street's weakening and loss of all its territories, CJ will never be able to recover and most likely Sweet will not be able to get out of prison. This means that CJ will be destroyed somehow and Big Smoke will declare his kingship.

Bruh. Toreno will be CJ's best ally. Toreno understood cj's motivation why he wanna tear down loco syndicate (big smoke) And he understood CJ as a person so CJ killing Toreno is a big loss. Sweet won't be protected, Tenpenny cannot even touch carl just because Toreno needs CJ to do the dirty job and sweet as his collateral. Tenpenny is relatively benign.
