Hey i wanted to ask a question, why are you using performance mode?, i have a gtx 1650 super and it runs at 100-120 fps on direct x12 (after playing with the settings a bit)

just to test fps on performance mode, usually i play on dx12

More fps can improve your aim and gives you more precise button presses also it removes shadows which gives you an advantage over console players. And maybe because some people prefer the less over the top graphics but I just use it for fps. Dx 12 is fine this season tho because of the more og graphics

minimal stutters are normal, if it is stuttering more often than make sure to close unnecessary applications in the tray

Faster cpu will fix stutters, when I say faster I mean any 13thgen intel or 5th gen amd and above. But not really necessary the stutters shouldn't be too bad with a 9400f if they are maybe you overclocked your gpu and it is unstable or you have mismatching ramsticks.

4600g is weaker i think also this is during og season when the game was running more smoother because of the cartoon graphics

If you mean i5 2nd gen you surely need to change your motherboard because it is an old socket and it does not have many good upgrade options . I would recommend you RYZEN 5 5600x
