The reason the bair at 18:46 hit is because Mr. Scar decided incorrectly to do a down smash by the ledge. as he comes up, so does his htbox. If you use the comma and period key to go frame by frame in the video, you can see Simba's bair hit the rising Scar. That hurt animation is there because the downsmash doesn't really move where incineroar is on the map. TL;DR: Simbair hit Scar because downsmash and animation doesn't represent it well
