how is this open root if you're tacked to a piece on the top and bottom and you're starting way outside of the plate?

because the actual weld zone (the 3/8 plate) is all open root. the tabs he has on the bottom and top are just for striking rods, getting the rod to temp and then giving yourself a section at the top to weld tjhrough so you dont blow the plates. very common practice for weld tests
