I write many lists of small actionable items. I like to use Trello, or Asana to keep everything organized and divide tasks per day

Yes, it can be considered like a config file, but it doesn't actually change the behavior of your editor or other parts of your machine, it just maintains track of all the dependencies used by your project.

What if you get the version for node and npm but you're still getting a "command not found" error for gulp?

This is an issue I've been troubleshooting for over a week. It has something to do with the environment variables and PATH or NODE_PATH. To your question, I installed the gulp-cli globally and gulp as a dependency in the project folder.
