it bugs me that Copen doesn't feel any sympathy for Rebellio I feel like GV would of tried to help Rebellio expunge his criminal record and get back to his family

He really wouldn't have. Rebellio's mere status as a boss means he would get killed either way. Plus, GV has killed sympathetic people before.
