The relics offers do worth it, subscription doesn't, relics + resources I'm not sure you'll need it. I bought 2 relics offers, with 10+1 and 5 10+1 with luigi.

No, it does not. Only thing it can do is decrease opponent's resistance and get the chance to its base rate back.
