Building the chapel wasn't the only reason why it took Blake so long to propose. Gwen is a staunch Catholic, she wanted her marriage with her ex-husband (Gavin) to be annulled by Pope Francis so that there would be absolutely no remnants of it at all. Also, Blake wanted to ask Gwen's father (Dennis) for her hand in marriage. That's also why it took so long.
