The song is from 1991 (City Hunter Season 4). This was Sony's foothold in the anime business before Aniplex (Sony Music Entertainment Visual Works) in 1995. They provided their artists to do opening and ending themes for City Hunter. The subgenre is Miami bass from hip-hop so it was popular in the mid 80's to early 90's before it faded away like what happened to the 80's hair metal. Even known as the swing-jack era in the hip-hop scene.
