Why do these need to rotate? They seem to gain adequate coverage without the rotation mechanism, and the volume of the siren doesn't seem to change all that much, at least not in videos.

Incidentally, You're right. This sirex was mentioned to be a siren from Washington D.C. It was no longer part of the system of Washington in 1991. However, These sirens From Washington would get Restored and refurbished to be donated in different States throughout the country. This is yet of course One of them.
