Can the petitioner ask the NVC to ecpedite for the applicants who have been documentarily qualified even their priority date is not current?

No. PD must be current for a visa number to be available to you. I tried that and was refused.

What does it mean "...priority date is current"? How do I know what my priority date is? and how do I check to see if/when it is "current"?

It's the date you submitted your i-140 or PERM. It's on the notice of action
