Fran Snyder make sure you're in the selfie of the camera and not the regular camera I had that problem till I figured it out switch to selfie and then the selfie option appeared

For tab View in setting like his you need to go in settings/ top right three dots/ Tab View. If you dont have selfie shot option you need hit the revers camera button so it uses camera facing you.. Some phones Themes = Settings/Display/Home screen/Theme
