Yes, H4 kid eligible for National Honor Society (NHS), State Honor Society ( example Rhode Island - RiHS), and Seal of Biliteracy. These scholar programs are conducted by high school. Please let me know if you are looking for more details about the criteria for each program - what, when, how & where to start? I will create a video for it.

Disclaimer:- I am not an attorney or educational expert. Yes, before child turn 21. No worries. If child did not get EAD on time convert H4 to F1 visa to continue the study in college. Please check with immigrant attorney too and do your due diligent.
