Oh Rockstar does quite a bit, there was a time when they pretty much just banned all hackers and I actually played GTA Online without having to worry about them. Hackers will always find a way back into the game.

I used to use a mod menu on GTA Online when it was a lot easier and there were a lot more features, I got banned for a week during some ban wave earlier this year. I mainly used the mod menu to crash other people using mod menus but I still technically "hacked" so I deserved the ban I got. But since then, Rockstar had released a new anti-cheat which pretty much bans cheaters on the spot if they use an internal mod menu that requires something like Scripthook V to work but if you used what Dank_Dino was most likely using which is an external mod menu, you get a few basic features like god mode and explosive bullets and you're also undetected by the anti-cheat but can still be reported by other players.

Yeah it might take a while cuz the laoding screens are abyssmal, but once you find an empty server, chances are that no one's gonna join. Every empty server I've been in either no one joins at all or if someone does join, they immediately leave
