The joke here is that despite Mario being massive due to the mega mushroom power-up, he still does that exceed the size of Woopah's head because of how large it is. Not even the mega mushroom could match their sizes. Woopah was the name given to a Wooper which is a Pokémon.

I think I have a guess for what happened when trying to be Mega Mario with Giga Cat Mario. I think the game was trying to use normal Mega Mario's physics, at least for some values, and since Mega Mario is so much smaller he effectively has extremely low gravity, falling speed, movement speed, etc. ... It's really a guess, but it does seem mostly consistent with what was happening there.

I think that is how it works, because the game has an unused giga mushroom for during the fury bowser fights, but it doesn’t actually work in the fight and just makes you really big, so the fight probably actually has mario just grow a lot with a bunch stuff unloading
