Garp is stronger than Akainu and Aokiji at this age, but he cant beat them, he lacks the endurance for a long fight Its like Rayleigh vs Kizaru , Rayleigh was strong enough to hold of kizaru with armament alone, but he started huffing hard after a while Same with WB, he was stronger than the admirals but he lacked the stamina to get the job done
