I'm confused. The cut I just watched is pretty different. Dr. Wynn is in his office with the cult outfit, Tommy saves them before a ritual is performed and stops Michael using those rhunes before it looks like he gets mad at Wynn, might kill him, but instead Dr. Loomis comes back to find Wynn on the floor with the Michael mask on, Loomis has the sign of Thorn, that's when we see him scream that one you showed, and Michael walks away in the man in black costume. Did I just watch the deleted scenes version or something?!

In answer to your question, the version you just watched was The Producer's Cut of the movie. It has a completely different ending along with many indispensable additional scenes. I honestly love the original kickass John Carpenter/Alan Howarth music score used in The Producer's Cut edition of Halloween 6.

Hahah. Oh, Distracted Nerd, I love your jokes in all your movie commentaries and summaries. Part 6 is entertaining, but parts of its stories are a huge mess. I realize there was another version of this movie, but it still left too many loose ends to the movie and the first Halloween. In the theatrical version, Michael kills the entire cult to get to Kara, but why? Why didn't they just use him in the way they did before? At least in the other version, we find out why Loomis was streaming to begin with. For a long time, I didn't understand why Michael was bleeding green when Tommy was beating him, but now I realize it was from that serum he injected him with.
