Ill improve this soon, but this is the first TGJ legendary WR that I got using my new strats.
This run is actually pretty sick, but I lose about 20 seconds to an unlucky bruteshot before the scarab cutscene. The game wont activate the cutscene until all projectiles are deloaded, and the bruteshot takes a long time to come back down when its fired straight up. So I just had to wait.
The new stuff is the jail room clear and the way that I bring weapons into the tartarus fight. This is the first time I've found a use of the triple weapons glitch that allows you to hold 3 primary weapons. This lets me bring both my brute plasma rifles to the fight quicker than having to run all the way to the box in the middle. That makes manipulating tartarus much more consistent too.

is there a reason why the cutscene took so long to trigger at the scarab section?

You have to wait for the scarab to blow up the door before the cutscene will activate. So looking for nades and driving the spectre doesn't lose any time at all. You're still waiting the same amount of time
