Hardy, a young down on the luck sailor is left stranded when his ship sails without him.
He robs a man for cash, but accidentally kills him. Needing an urgent escape on another ship, his girlfriend advises him to find 'The man at the Top, Mr Sam Madrid.
He is the only man in town that can help him.
Hardy eventually discovers where Mr Madrid lives but is in for a shock when he realises that they have already met......
