Yes!! Peggy notarizing anything for Hank is indeed conflict of interest and would not be enforceable in court because they are married. What Peggy actually did could be classified as fraud/perjury because she Notarized/endorsed Mr. Strictland's signature WITHOUT being a physical witness to Mr. Strictland signing the coaster and logging the date and time of the notary endorsement when she placed the seal.
