Yup.. but everyone will say this is a black cop... I'm white and seen what that cop did. He literally followed the boyfriend and stopped him. He made the daughter get out of the car an then locked the boyfriend up. That cop deserved everything he got.

Fundamentally. A federal agent is a federal agent. If he has probable cause. He can make an arrest. It just has to be handed over to the appropriate agency with primary jurisdiction when possible. He still has the same arresting power as an FBI Agent or DEA agent. The agencies just have different areas in which they operate in. Which is why often, when there's overlap, a task force is created, which is a combination of agencies. In this particular instance. Yes, he has the arresting power to take the guy in. And truth be told. I see why, given he's investigating his daughter's disappearance, which could also be related to his duties as a federal agent (disclaimer, I've seen the episode though don't specifically recall /WHY/ she was kidnapped. I'm just talking from a logical perspective). Bottom line. Yes, he has the power to arrest someone if PC is present, much like with any other law enforcement officer on a federal level.

Their "powers" as far as arresting folks go works pretty similar to that of the DEA, FBI or any other federal law enforcement agency.. TL;DR, they're a federal law enforcement agency, like the FBI, though their primary jurisdiction is the US Navy and Marine Corps. If they see a crime or have probable cause, they still are able to arrest. What Sam is doing in this video would argumentably be an internal violation. He's still a federal agent / law enforcement officer with the power to arrest.

So what laws were broken in this scene and by whom?? Lets see, fella walking down the street minding his own business is approached by a random guy in plain clothes who yells he's a Federal Agent. So what was the probable cause to stop the guy in the first place.....none. So said dude runs and then is jumped by a obviously large and angry fella who then drags him off some place. Lets see..... Hanna = kidnapping, battery, false arrest, violation of oath of office. Dude with Hanna = Party to the crime of kidnapping, battery, false arrest and violation of oath of office . Sum = two dudes lose their badges, probably go to jail and the Federal Government pays a nice hefty sum. Since it's TV though, everyone will love it. The writing on this show has gotten really, really dumb
