I'm confused by those lights... you have red and then red is still on but green arrows show and sometimes yellow shows up or no green arrows only green light... this is very convoluted

Green arrows on traffic lights mean you can go, red is meant for a different lane. It can be a bit confusing. I was riding in Japan this spring and it took me a few hours to get used to the traffic lights as well.
