You know, Harley said in season 1 that she wanted an archnemesis with some hair on their chest. Let's think this through: James Gordon (a guy with chesthair so thick he finds leftovers from past meals in it) almost busted all the villains at Kite-Man's wedding and tried to arrest Harley on multiple occasions and his actions in season 4 directly led to the creation of the Harley clone who killed Nightwing and led to tension within the Bat Family. Harley's archnemesis in this show has always been James Gordon even though neither of them are aware of that fact.

To a degree a lot of this is writers fault because let me say this the way they've written heroes is utterly stupid sometimes. Batman just up and gave up attempting to come back. The JL heroes DO nothing when Nightwing dies/Bruce gets arrested/or Alfred goes nuts. I know this show took liberties but any other version they would be more smarter than this.
