Those are air marshals who are not bad guys. In case you are not sure what an air marshal is, they are kind of like police officers on airplanes, except they don't have uniforms to wear, where they dress in regular street clothes to catch bad guys on airplanes which is kind of like a disguise so the bad guys won't know who is an air marshal and who is a passenger on the airplane. (If they catch a bad guy, they pin them down with guns until the plane lands to keep the passengers safe).
