It's more a designation for the company to beef up their security. They all got federal money for cameras and fencing and security staff. So of course the companies took it to mean DHS was giving them authority to question and detain, and that somehow they could control the public rights of way. DHS has since had to send out a bulletin explaining that they controlled their private property, not the publicly viewable property. The bulletin went to the CEO's who didn't bother telling their employees.

Do not repeat anything to a second or third officer. When they say "I wasn't here when you talked to the first officer...", This is a trap. They will always compare word-for-word what was said to each officer, and you will be charged with lying to an officer, if your recount isn't exactly the same to each officer. If a second officer comes after you've made your statement, make them speak to each other to "Get caught up with what's going on".
