Third-degree burns still hurt, just not as much as 2nd-degree, because of the nerve endings that do end up destroyed. Also: In the first “Home Alone” movie, Harry ends up with a big, black spot on the top of his head-that’s a severe 3rd-degree burn. There are four degrees of burns, and every degree comes with two, general levels: mild and severe. If you look closely enough, the frayed edges where Harry’s beanie USED 2 B whole reveal red skin-those are severe first-degree burns. If the skin is burned pink, with no blisters-it’s a mild first-degree burn. If the skin is red, with no blisters-it’s a “severe first.” 2nd degree burns always involve blistering. HOWEVER-if the burn injury turns the skin pink (mild 1st), turns the skin red (severe 1st), or causes blisters that heal without scarring (mild 2nd)-then any hair that gets burned off WILL grow back. If the skin is damaged badly enough that the blisters leave scars (severe 2nd)…then I’m not sure whether or not the hair would grow back because it’s VERY EASY to mistake a severe 2nd for a mild 3rd, and vice-versa. HOWEVER, ALL 3rd- and 4th-degree burns DO result in permanent hair loss at the site of the burn injury. ALL 3rd- and 4th-degree burns result in the destruction of the hair follicles at the site of the burn injury. So that black spot atop Harry’s head will become a very ugly-AND PERMANENT-bald spot.

There was liquid petroleum on the toilet and we know it is flammable that's why (it's even saw in the earlier scenes where Kevin was building his booby traps for those two bad guys including Harry). The first one did also got his head on fire but he putted it on snow, which was actually just water crystals that didn't have enough time to melt due to the season and weather when the film was set.
