When you asked if it was written oddly in the books as well I literally went and got the philosophers stone to find that passage halfway through the video!

The difference between baking soda and baking powder is one spreads (baking soda spreads, which is why it's so commonly used in cookies) and the other rises (baking powder, which is why it is used in breads) so why you need both is to evenly spread the cake but also make sure it rises. Baking Powder has an added acidic element to activate the chemical reaction when mixed with liquids. Baking Soda has no such acidic element which is why recipes that call for soda only has some kind of acid like buttermilk in it.
