The term in its usual meaning was first "officially" coined by Lothrop Stoddard in the US in 1922, but the use dates back to the times of Theodor Fontane, where it was used as the (pretty straight forward) inverse to "Übermensch" (superhuman), and its use has not been limited to racist contexts.
