Donna just wanted to get Harvey to support Louis. That's why she reminded him that he also put the company in danger when he hired Mike. Not as a reproach but as leverage to convince him.

Another thing; in hiring Mike, Donna played a great role in that, Mike was straight up by telling her he was running from the cops----she in turn, admired that and winked at Harvey as a sign that Mike's the one to hire In sum, she messed up by supporting Mike's presence in the beginning so her reminding Harvey also reminded her.
