She wasn't. She only cared about herself. She clearly favouritized Harvey over everyone else. I mean look at s8. Both Robert and Louis managed to be there for every one of their employees and judge fairly while maintaining peace AND controlling Harvey (well not completely but at least they didn't let him roam free like Jessica)
