Can we use the duty cycle function of the multimeter to see if a laptoo IC is working, for exampe the super IO or the RAM?

no. because the multimeter have capacitive input, at high frequency its capacitive reactance will very low, so it can damage the remaining board

Thanks for this great video! At 2 minutes 36, why the aneg multimeter displays 262 volts which is already on dc mv. then pressing dc mv. it displays o.l, on ac mv. , it indicates 34 mv. Are the pulsations not always in the same direction? Why do we have an alternating voltage? Thank you ! I love your very informative videos!

Oh no dear. it is 262mV not 262V as this signal is square wave at 100KHz and the amplitude is 11 Volt but this multimeter cannot read correct voltage in high frequency it displays frequency and duty cycle

yes, it is PWM signal, when the turn on time vs turn off time is changed to take a useful function (within a stable frequency),
