I would've said they were reacting to someone from the far future instead of a different Universe. Since Demon Slayer takes place around WWI (timewise), while MHA takes place hundreds of years in the future (from our perspective). The two universes could be grafted on seemlessly, especially since we don't know anything about the Pre-Quirk period, as well as they had stalled for ages technology wise
