Keep the eggs that didn't develop in the fridge then scramble or hard boil them for the others to eat once they do hatch. there's no point throwing away protein just to feed them protein from another source...oh and by the way your developing eggs will start to respond to your voice after day 14 by wiggling , speaking to them at such an early stage is a great way to make them become familiar with your voice, if you wish to have quail that are tame it's a good step in the right direction to achieve that..
