Theres a finite number of champion units in the game (with the exception of champs in orbs) in a pool out of which all people roll for. For each 1 cost champion there are 28 units, for 2 cost it's 24, 3 cost 18, 4 cost 12, and 5 cost 10. The orbs don't count to these totals but once you open the orb and get the unit on your bench, it removes a unit from the pool. E.g. if you held 3 Dravens and another person held 2 Dravens, that's 5, meaning 19 left in the pool. If you take the orb, now there's 18 left in the pool, meaning your odds of getting 1 from a shop refresh diminish. That's also why when high elo players reroll for champs they pick up units of the same cost, e.g. why he picked up Fioras and Ezreals, etc. Because for every unit removed from the pool the odds of getting a different unit of the same cost increases (although it's by a fraction of a fraction a percent). Imagine rolling a pair of dice but you add a dot to make one of the 2 faces 3. The odds of rolling a 3 increases and the odds of rolling a 2 decreases.
