Good question: if you are talking about the' see what a scourge is laid upon your hate' quote, you could say that Shakespeare is using metaphor (the idea that hate has taken on the qualities of a scourge (or whip) that punishes them physically. There is also a degree of alliteration on the letter S that links 'see' and 'scourge' whilst there is assonance (similar vowel sounds - here the sound is AY) that helps to link 'laid' and 'hate'. These combinations help to bind the ideas in the line together. Hope that helps.
