I had to look it up because I never noticed before, but yeah, Luka has blue nails. She has a blue jewel at her throat, too, so with that and her nails and eyes, she's got a blue "surround" thing going on, which is in theme with the meaning of her name.
For those who dont know much about this song's producers... Omoi are TWO PEOPLE(a male and a female), published their first song in 2013. They have their own youtube channel, and テオ is one of their best songs. Now you know that those two people in the mv are referred to them:)
