I figure the Chinatown formed while he was away, since he doesn't even seem to know anyones names (while Dougal can easily identify exactly what family it was). It's absurd, but about as much sense as him simply never knowing about them.

The writing on this show in general was excellent, but in this episode it is just phenomenal. Every single joke is hilarious on its own, but they all tie in with each other and lead onto other ones. Layers of jokes develop as the episode progresses and they become funnier and funnier as they combine. There are very, very few throwaway gags, almost each one leads into another or plays a part in advancing the plot. They manage to do all this while also being edgy (poking fun with racism, Nazis, swastikas) while using it through the lens of Ted's hapless/bumbling nature to make it not actually offensive, and it makes the whole episode timeless, as relevant and funny now as it was when it came out. An absolute masterpiece of comedy writing.

Its hard to say this because father ted is such a likable guy and the show he's in is so well written....but he's basically a selfish embezzler. Though I think he has some redeeming qualities

Jokes aside, I don't think Ted is selfish. He's somewhat quick to annoy, and it's very clear the residents of Craggy Island get on his nerves, but given how they seem to act (not to mention how his house-mates act), can we really blame him? Remember, when Ted's around people more to his liking, for example with the priests in Dublin, and thus not constantly annoyed, he's a far nicer person and even seems to be largely liked by his contemporaries.
