The "Havana Syndrome" experienced by US diplomats may have been related to a Russian intelligence unit, according to a media investigation released on Monday. The syndrome was first reported in 2016 when US diplomats in Havana reported falling ill and hearing piercing sounds at night. Other symptoms have included bloody noses, headaches, memory lapses, dizziness and vision problems.
Diplomats may have been targeted by sonic weaponry, according to a joint report by the German news magazine Der Spiegel, the Latvia-based independent Russian news portal The Insider and the US broadcaster CBS. They reported that an investigation spanning a year had "uncovered evidence suggesting that unexplained anomalous health incidents, also known as Havana Syndrome, may have their origin in the use of directed energy weapons wielded by members of Russian GRU Unit 29155."
The Kremlin dismissed the allegations made in the trio of media outlets' reports as "groundless."
The US has had mixed reactions to reports of Havana syndrome cases. In 2021, US Congress passed the Havana Act, which authorized government agencies to pay staff and their families affected by the condition.
However, the Office of the Director of National Intelligence released a report in 2023 that it was "very unlikely" the syndrome was being caused by international sabotage, adding that "there is no credible evidence that a foreign adversary has a weapon or collection device that is causing [anomalous health incidents]."

Yup. Exactly. I think we are at the point now, however, where a majority of our population was NOT alive during the Cold War. Or, maybe half the population. Those of us who were - or who have studied Cold War history in any detail - know how much this is simply a extension of age old tactics employed by Moscow. Going forward, we need to try to persuade China to at least prevent Russia from doing its worst. There's still hope that China won't simply ape the geopolitical behavior of the Cold War superpowers. They'll be aggressive and their authoritarianism is troubling, but their history suggests that they might not be quite as aggressive as the Russians have been.

Given its entirely export based economy, and how every other major economic sector in china has crashed (banking, construction), China's survival depends on their being a stable global order with peaceful relations. They cannot survive on their own.

The Canadian Embassy staff in Havana also suffered from Havana syndrome. Why would the Cubans alttack a Canada that has always recognized them, maintained relations with them and provided a means for the Cubans to connect with the "outside" Western World? It doesn't make sense unless it was ordered by a not-so-educated commander who looked at a map and assumed that the US and Canada are "the same".

@caravanstuff2827 yea sure so at most rf frequencies, all have some ability to penetrate human skin and deposit the energy. Too low of frequency doesn't work because the wavelength is too long and there's little voltage potential across different points in the human body like AM/FM radio. There's also very strict regulations on power output from radio towers. Too high of frequency would reflect off the skin and not penetrate. The sweet spot is 1-3 GHz where biomedical research is being done at these frequencies to use RF energy to identify and eliminate cancerous tissue by heating it up and killing the cells without requiring invasive surgery. This is challenging because precise control is needed to identify cancerous tissue vs non cancerous and also antennas have sidelobes which leak power to unintended directions. Now as a Russian spy committing attacks on US diplomats, you don't care about the health and safety of these RF transmitters, then you have yourself a weapon. Most rf engineers could design a transmitter to output a decent amount of power. FCC regulations ensure a max power density of 1W/m^2 unpon the human body for safety, but most common transmitters with amplifiers can output 10W (~40dBm) and use directive antennas to focus this power over a narrow area such as a brain. This is well over the limit that can begin to destroy brain tissue. Due to FCC regulations, they can see these big sources of energy, so the Russians committing these attacks need to pulse the control from a remote vehicle at night and not for long so as to not anger FCC agents which can track their location. Now identifying the location of this offending source can only be done when it's activated, and based on the victims stories, some people experience a huge amount of pain immediately (indicating high rf power) and others a mild discomfort (less power) which indicates that some attackers probably have the offending source on all the time but transmit low enough power so that the FCC cannot detect it. The damage is then like a slow burn that degrades cognitive abilities over the course of months. To track these devices, all you need is a handheld VNA with up to 3Ghz bandwidth which will cost around $150 and a directive broadband antenna. I recommend the TSA800 on amazon for $40. You basically point the antenna around and look for the frequency with most power and which direction it comes from. Kind of like a hot/cold detector until you hone in on the offending sources location. The offending transmitter could be in the walls, vents, near a window, but you could find it pretty easily and for cheap. Hope this in depth explanation helps!

Or that the rf beam could be focussed so narrowly that it couldn't be detected? And why the reported accustic phenomenon? I accept, that there is a possibility and clearly similar weapons do exist, but I remain sceptic.

Honestly, don’t know if you’re super serious or not, but a long time ago, like 6 years ago, I googled this question. I found something interesting. It looked like there was a Swedish company/entrepreneur that had invented a jamming device for this. You could buy a little handheld version to stick in your pocket. Or like a briefcase size one that has a longer range. I am super skeptical by nature, so I looked up reviews and videos. There was no shortage of people claiming “I always had to have a tv on or something to draw my attention away from it. Then after buying this thing and turning it on, it helped considerably, like 75% of the volume.” I understand that it wouldn’t be impossible to stage a few videos and reviews to sell your product, and I know that people that suffer from this stuff may be a little desperate for hope, but I thought that there might be something to it, ya know? I mean, I would think that countering it with an electromagnetic device would be the way to go. I heard once that sometimes to overpower a signal all you have to do is broadcast your signal stronger than theirs. I’m sure this science is way more sophisticated than that but like I said, a counter EM field would probably be the answer IF there was an answer.

Take this with a grain of salt: I have heard that Havana syndrome is usually caused as an unintended side effect of wall-penetrating remote surveillance equipment. Particularly, when multiple surveillance devices are targeted overlapping on the same area, there is a risk of higher energy exposure due to constructive wave interference. Essentially, if Russia, Cuba, and the USA attempt to spy on the same room at the same time, there is a high risk of unintended injury of the occupant. Regular citizens don’t need to be concerned for their own safety from Havana syndrome because they’re typically easy enough to surveil via other (safer and more convenient) means anyways and they are less likely to be targeted by spies.

I suspect this is a wireless data theft tool that has the unintended consequence of harming living things. The calculus for the FSB must be that the data on diplomat's devices is more important than the health of the diplomat. My guess is that they would prefer if it didn't harm people, as if it did not, the capability would still be a secret

Wrong. Russia is taking advantage of your lack of knowledge on the topic. If they were monitoring data for theft, they'd be receiving, not transmitting. They also would most likely be transmitting 1-2 GHz to penetrative the human body the best. Wifi and Bluetooth are 2.5GHz or 5.8GHz. These frequencies are not good at penetrative human skin. To damage organs, they'd need over 30 dBm power levels ( way over the FCC limit). No one is transmitting this much power unless the intent is to harm

I watched the 60 minutes episodes of the Havana Syndrome, they did a series of stories over years and they did such amazing journalism and investigation on this very real issue. I'm glad someone is talking about stuff I couldn't say before, even if no one is being blamed yet. These things hurt people and make you scared and want to run away for your life (or what is left of it). In Eastern Europe, even people who did nothing wrong get targeted by mistake. The US and Russia have had this tech for decades, albeit with different research directions. Directed energy weapons are used actively on some US military bases for area denial. The Russians seem to have went and developed a special-use sonic “laser” or microwave laser.

I know it's not sexy to talk about the short tail West Indies cricket mating call, but a recording of it was played for some of the victims in Havana and they said yes that's it! After listening to a recording of it myself, I would go insane after 5 minutes. It is such a high-pitched sound.

I would be thinking Russia using it for the same reason, get rid of the diplomats you dont like and try to keep the ones you do and are atleast are a benefit.

The scientific explanation apparently hasn't advanced in the past couple years. The Frey effect does not seem sufficiently strong. The correlation of GRU officer(s), apparently 2x out of "a thousand" is also problematic. Something is likey happening, but this is all very weak ideas of mechanisms.

Everyone is doing a lot more mistakes than usually in the western world. I heard a public servant saying once that the Chinese was planning to make westerners dumb by poisoning their foods and goods in order to dominate the world. Maybe it is working, lol. That was in 2014. Jesus!! 10 years ago.

@@thomasodonnell2960 Yes, I guess that is why their personnel need such an extreme security clearance so that they can be sure that top secret will be top secret and no one will see it coming. 😂😂 I guess, I don't really know, I just hope for the best really, it is all that we, average people without high level clearance, can do. Has anyone considered this being stress-induced panic attacks / burnout instead of some magically revolutionary EM / sonic weapon that is both 1: powerful enough to affect humans and 2: precise enough to target individual people? Spies famously have quite stressful lives. Obviously I feel bad for the people affected by this, long-term effects of burnout can be very obscure and hard to learn to live with.

It's certainly real, reports show it follows targets as they try evade the weapons effects. I wonder what level of atmosphere and what frequencies are used for it can have such effect from such distances. I'd doubt the troposphere as UAV oft need refueling. Some very low orbit weapon? Victims targeted align with Russian interests. Recent tech improvements of China & it's alignment with Russia probably. Terrible that people can be targeted accurately with impunity.
